The hoop skirt, or caged crinoline, was made of a steel cage and easily producible on a large scale. The skirts were cheap and light compared to the voluminous petticoats required from previous eras. The hoop skirt not only maintained the desired silhouette of the Victorian era, but also literally unbound women's legs for the first time in half a century.
