Women did not start wearing lower undergarments until the Regency Era. From the 1820s on, feminine drawers were made from cotton and laced at the waist. Queen Victoria's standards of propriety were so stringent that she soon ensured that the fashion for knickers became a staple of every Victorian woman's wardrobe. By the 1840s they became more embellished with pintucks and lace.
